Learn more about the Mass Opportunity Alliance (MOA) and two 2026 ballot initiatives inspired by MOA's research. MOA was launched in 2024 by Pioneer Institute, the Massachusetts High Technology Council, and the Massachusetts Competitive Partnership to unify business, nonprofit, academic, and trade organizations around solving the key challenges to business competitiveness in Massachusetts, identify collaborative policy solutions, and to directly communicate with and engage the public.
MOA collaborates with allied organizations that share a commitment to economic growth and innovation, including the Retailers Association of Massachusetts, National Federation of Independent Business, and several regional chambers of commerce.
Inspired by MOA research, a coalition of taxpayers, businesses, and organizations is advancing two ballot questions for 2026 that would cut the state income tax rate from 5% to 4% and reform the state revenue cap formula to curb unsustainable budget growth.
